How Can I Manage Ultra-Short-Time Workers Working Less Than 15 Hours Per Week?

Ultra-short-time workers refer to workers whose contractual weekly working hours are less than 15 hours.

According to the Labor Standards Act, ultra-short-time workers are excluded from the following:

  • Paid weekly holidays (weekly holiday pay)

  • Annual paid leave

  • Severance pay obligation

Creating a Work Type for Ultra-Short-Time Workers

  • Click [Settings] -> [Work Types] -> [Add Type] at the bottom of the left menu, then select the work type to apply to ultra-short-time workers.

  • In the work type settings screen, select the worker type as [Ultra-Short-Time Work].

  • Set the [working days] and [working hours per day] as contracted with the worker.

    • For ultra-short-time workers, the weekly working hours must be less than 15 hours.
      For workers with 15 or more hours, please select the [Part-Time Work] type.

    • Weekly holidays cannot be set for ultra-short-time workers.

  • If an ultra-short-time worker has different working hours by day of the week, click [+ Set Working Hours by Day] in the upper right to set working hours for each day.

  • Click the [+ Add Working Hours] button on the left. When setting different working hours by day as shown below, you can configure work types such as:

    • Mon - Wed: Clock in at 9 AM, clock out after 3 hours of work

    • Thursday: Clock in at 9 AM, clock out after 5 hours of work

  • For other settings such as automatic work recording and real-time clock-in/out features, please configure them according to your company's internal ultra-short-time worker attendance management policies.

Applying the Ultra-Short-Time Work Type to Employees

  • Once you've created the work type, go to the left [Employees] menu -> click the employee whose work type needs to be changed, and apply the ultra-short-time work type through [Change Work Information].

  • Employees with the ultra-short-time work type applied will automatically have their days off changed as follows.

Applying the No Annual Leave Policy for Ultra-Short-Time Workers

Since ultra-short-time workers are not obligated to receive annual leave, they can be designated as not eligible for annual leave. Additionally, weekly holidays do not apply, and the premium rate (50% of regular hourly wage) for holiday work is not applied.

  • In the left [Employees] menu, click the employee with the ultra-short-time work type applied, then click [Change Employee Information] -> [Change Annual Leave Information].

  • Select the [Do Not Grant Annual Leave] option, then click [Change] in the upper right.

When inviting employees to flex, you can also pre-apply the ultra-short-time work type and annual leave policy.

Payroll Settlement for Ultra-Short-Time Workers (Hourly Wage)

  • Since ultra-short-time workers do not receive weekly holiday pay, only [Base Pay] is entered in the salary payment information.

  • During payroll settlement, the [Payment Items] section automatically calculates base pay based on the hourly wage entered in the salary payment information and the actual working hours registered in flex.
