For employees with less than 1 year of service,
The 1st monthly leave promotion is conducted 3 months before expiration, and the 2nd promotion is conducted 1 month before expiration.
Annual leave (monthly leave) for employees with less than 1 year of service generally expires if unused within 1 year from the date of hire.
For employees with 1 or more years of service who are granted leave on a fiscal year basis,
Based on the January 1st fiscal year, annual leave promotion is conducted 6 months before expiration (July 1–10).
Members submit their annual leave usage plan from July 11–20.
For members who have not submitted a leave usage plan, the administrator notifies them of the leave usage period from after July 20 until 2 months before annual leave expiration (October 31).
For employees with 1 or more years of service who are granted leave on a hire date basis,
Annual leave promotion is implemented 6 months before and 2 months before each member's annual leave expiration date, based on their individual hire date.
If the smart annual leave promotion feature is activated, promotion can be automated based on the member's hire date.
For example, if annual leave is granted on a fiscal year basis (January 1), notifications are sent as follows based on the promotion timing setting. :)

2 promotions are conducted for the 1st and 2nd monthly leave promotions. If a member fails to submit the annual leave usage plan within the deadline during a promotion, the process can go up to 4 times including administrator notification.
Granted on a fiscal year basis
For members with less than 1 year of service who hold annual leave due to the arrival of the fiscal year, the process can go up to 6 times including administrator notification.
Monthly leave: 2 promotions are conducted for the 1st and 2nd monthly leave promotions. If a member fails to submit the annual leave usage plan within the deadline during a promotion, the process can go up to 4 times including administrator notification.
Annual leave: If a member has less than 1 year of service but holds annual leave due to the arrival of the fiscal year, the process can go up to 2 times including administrator notification if the member fails to submit the usage plan after the 1st annual leave promotion.
How is annual leave promotion handled for employees on leave of absence, returning from leave, or scheduled to resign?
How is annual leave promotion handled for employees on leave of absence, returning from leave, or scheduled to resign?
Depending on the timing of the leave of absence or resignation, they may not be included as a promotion target. However, annual leave promotion must be conducted in line with the annual leave usage and expiration dates based on the timing of resignation or return from leave. For example, if the return date of an employee on leave of absence falls during the annual leave promotion period, it must be carried out according to the schedule.
In flex, promotion is conducted at the scheduled promotion time for all members including those on leave of absence and those scheduled to resign, as long as the smart annual leave promotion setting is configured.
Since it is not possible to prevent the promotion plan document from being sent to employees on leave of absence, if needed, please guide them in advance not to fill it out when they receive the notification requesting completion of the promotion plan document. Alternatively, if you want to prevent the promotion plan document from being sent only to employees on leave of absence, go to Settings - Annual Leave Settings to create an additional annual leave policy, set the smart annual leave promotion feature to disabled for that policy, and then apply that policy to the employees on leave of absence so they will not receive the promotion plan document.
How are the targets and quantities for annual leave promotion determined?

If annual leave is granted on a fiscal year basis, annual leave promotion is conducted between July 1 and 10 for members who received leave on the fiscal year date of the current year in which promotion is being conducted. For example, Hong Gil-dong who joined mid-year in July 2024 will receive annual leave proportional to the period they worked at the first fiscal year (January 1) after joining. Hong Gil-dong, who joined mid-year in 2024, is a target for the July 2025 annual leave promotion.
The promotion quantity is determined based on the member's remaining annual leave balance on the day the promotion is conducted. Members who receive a request to fill out the annual leave usage plan can hover over the question mark icon at the top of the document to check details about the annual leave received this year and the remaining annual leave.

Basically, click [Settings] → [Annual Leave Settings] → [Annual Leave Policy Settings], and make sure the annual/monthly leave expiration setting and the smart annual leave promotion feature are activated!
Detailed settings related to annual leave promotion can be found at [Settings] → [Annual Leave Settings] → [Annual Leave Promotion Settings]. On this screen, you can configure approval settings, usage plan writing reminder settings, and usage plan date notification timing settings.

What do the annual leave promotion statuses ('Completed', 'Admin Action Required', 'Cannot be Completed') mean?

'Completed': This means the member has successfully submitted the annual leave usage plan within the deadline, or the submitted plan has been approved. You can click [View Document] to review the submitted document.
'Admin Action Required': This means the member failed to submit the plan within the deadline, and the administrator needs to complete it. Click the [Write] button to designate the usage period and notify the member of their annual leave usage plan dates within 2 months before the expiration deadline (based on the statutory annual leave expiration date).
'Cannot be Completed': This means the administrator failed to designate and notify the usage period within the required timeframe for 'Admin Action Required', making completion no longer possible. The annual leave promotion was not carried out, and changes cannot be made.

Disable the annual leave promotion feature at [Settings] → [Annual Leave Settings] → [Annual Leave Policy Settings], and the administrator can manually request members to fill out the promotion plan document.

However, annual leave promotion operates based on the [statutory annual leave expiration date]. For example, if annual leave is granted based on the fiscal year (January 1), the process proceeds as follows.
July 1 – 10
Requests for members to fill out the annual leave usage plan document are automatically sent.
July 11 – October 31 (2 months before the statutory expiration date)
During this period, the administrator must fill out and notify the plan document on behalf of members who have not yet completed it.
Therefore, even if the administrator conducted annual leave promotion manually, the date that serves as the basis for 'Admin Action Required' is always fixed at October 31, which is 2 months before the statutory expiration date.
In other words, if annual leave promotion is manually requested after October 31, the document status may not change to 'Admin Action Required'.

With flex smart annual leave promotion, you can promote multiple members at once at the right time, or also promote the target members all at once through manual promotion!
However, please note that when the administrator notifies members of their usage periods, it must be done individually for each member since the dates to be notified differ per member.

On the first day the annual leave promotion plan notification is sent, a to-do request is sent to members, which can be checked in Home Feed - Notifications. Annual leave promotion is automatically sent to members between 8 AM and 10 AM.

After a member fills out the promotion plan document, an approval request is sent to the approver set by the administrator, and the approver can check it in Home Feed - Notifications.
Once the approval is completed, members will receive an approval completion notification. They can also view the plan document they submitted at any time in the left menu under [Leave] - [Annual Leave Usage Plan] tab.
If the approver 'rejects' the promotion plan document, the member receives a rejection notification and can click the notification or click [View Document] in the [Leave] - [Annual Leave Usage Plan] tab to rewrite the document.
However, the resubmission must also be completed within 10 days from when the annual leave usage plan document was first received. If the deadline is missed, the administrator must fill out and notify the annual leave usage plan document on behalf of the member.

Annual leave promotion targets only legally granted annual leave. Annual leave granted separately by the company as a welfare benefit or otherwise is not included in the promotion target days!

when they log into flex on those dates, they will see a screen saying 'Today is your planned annual leave day', and a notification will also be sent via email.
Members who see the labor refusal popup must click the [Yes, I confirm] button at the bottom right to agree to the labor refusal in order to access flex.

When conducting annual leave promotion, please check the following items.
• Whether the promotion plan document has been properly sent to members who received annual leave
• Whether members have filled out the plan document within the deadline
• Identify members with 'Admin Action Required' status and notify them of the designated usage period by 2 months before annual leave expiration
• Confirm that all document statuses are 'Completed', etc.
Where can I check a member's remaining annual leave?

A member's remaining annual leave can be checked in the [Attendance Management] > [Leave Management] > [Leave Balance Status] tab. Selecting a member on that screen will navigate to that member's individual leave screen, where you can view detailed information in the [Annual Leave Details] tab.
By clicking the download icon at the top right and downloading the leave history, you can check the detailed history of annual leave grants, deductions, usage, expiration, and remaining balance in a separate Excel file.
Also, in the [Annual Leave Promotion] tab, hovering over the tooltip icon next to 'Annual Leave Info' allows you to see more detailed information, such as remaining annual leave at the time of promotion and expiration date information.
Can the annual leave usage plan document be modified or cancelled after submission?
Can the annual leave usage plan document be modified or cancelled after submission?
Yes, it can be cancelled. In [Attendance Management] - [Leave Management] - [Annual Leave Promotion], you can select the member and cancel the promotion.
Please note that a cancelled annual leave promotion cannot be reversed (the cancelled status cannot be restored), so please confirm which members need cancellation and only proceed with cancellation when necessary.
If the member has not yet filled out the usage plan document, they will not be able to access the document after cancellation. If the member has already filled out the usage plan document, they can view the document after cancellation, but it will appear as cancelled. Please keep this in mind when cancelling. :)

Annual leave is not automatically registered based on the dates submitted in the usage plan document!
The annual leave usage plan document is simply a 'plan' submission for when the member intends to use their leave. The actual leave registration for those dates must be done by the member themselves. Therefore, situations such as additional leave being registered on the planned dates or work records not being created will not occur!
There is no issue if the dates submitted in the usage plan document differ from the actual usage dates, but please guide members to use up all their remaining annual leave.
Can specific members be excluded from annual leave promotion?

Annual leave promotion is conducted for all members who have the smart annual leave promotion feature activated.
If you want to exclude specific members from the automatically sent promotion period, please use manual promotion.
If there are members who consistently do not need annual leave promotion, please apply a separate annual leave policy to them.
In [Settings] → [Annual Leave Settings], create an additional annual leave policy, set the smart annual leave promotion feature to OFF only in the newly created policy, and apply that policy to the specific members you want to exclude.

For monthly leave promotion, the reference days differ between the 1st and 2nd promotions! This may cause the remaining annual leave and the promoted days to appear different.
For the 1st monthly leave promotion, promotion is conducted based on the remaining days of the 1st through 9th monthly leave out of the 11 monthly leave days.
For the 2nd monthly leave promotion, promotion is conducted based on the remaining days of the 10th and 11th monthly leave out of the 11 monthly leave days.
You can check the number of annual leave promotion target days in detail by hovering over the annual leave info in Leave Management - Annual Leave Promotion!

If a member fails to submit the 'usage plan document' within the submission deadline (within 10 days), a 'Admin Action Required' tag will be displayed in the [Attendance Management] > [Leave Management] > [Annual Leave Promotion] tab.
In this case, a [Write] button is also displayed so that the administrator can directly designate and notify the annual leave usage period. By clicking this button, you can designate the usage period and notify the member by 2 months before expiration.

If a member failed to write and submit the usage plan document within the submission deadline and the status has become 'Admin Action Required', you must designate and notify the usage period by 2 months before the annual leave expiration. If the administrator fails to notify within this period, the status will become 'Cannot be Completed', and in this case it is difficult to consider the annual leave promotion as having been carried out. Unused annual leave for which promotion was not completed carries an obligation to pay unused annual leave compensation. Please ensure that approvals and administrator notifications are completed within the deadline!
flex smart annual leave promotion allows administrators to set reminder notifications so they don't miss the notification period! In [Settings] > [Leave Settings] > [Annual Leave Promotion Settings] > [Admin Writing Reminder Targets], designate the person in charge who should receive reminder notifications, and reminder notifications will be automatically sent to that person.
However, administrators who can receive reminder notifications are limited to administrators who have the annual leave promotion permission.
The annual leave quantity shown in a member's leave overview differs from the promoted annual leave quantity.

If the annual leave quantity shown in a member's leave overview differs from the promoted annual leave quantity, please check the following items first.
First, check whether the member who received the promotion document is a mid-year hire.
Second, check in the left menu [Attendance Management] - [Leave Management] - [Annual Leave Promotion] tab whether the promotion type sent to the member is annual leave promotion, 1st monthly leave promotion, or 2nd monthly leave promotion.
If an annual leave promotion document (not a monthly leave promotion) was sent, but the annual leave quantity shown in the leave overview screen differs from the promoted annual leave quantity, please download the member's annual leave details and leave history to check how many annual leave days the member held at the time the annual leave promotion was sent.
If the member is a mid-year hire, the granting and expiration of monthly leave operates based on the member's [hire date] (as required by the Labor Standards Act). Therefore, unless the monthly leave has expired, the leave overview screen shows the total including the monthly leave balance. The July 2025 annual leave promotion is conducted based on the [annual leave] quantity granted on the fiscal year date, so the annual leave quantity shown in the leave overview may differ from the actual promoted annual leave quantity.
In the member's annual leave details screen, hover over the number in the [Remaining] column to check the leave types that make up the leave count. When you hover over the remaining number in the annual leave details, you can see the types of leave currently held. As shown in the example image below, the member is currently granted a total of 19 leave days, of which 11 are monthly leave and 8 are annual leave. Therefore, this member's promotion was conducted only for the 8 remaining annual leave days. Alternatively, download the leave history in the Attendance Management - Leave Management - Leave Balance Status tab to check the remaining annual leave balance for each member.

If you want to check the promotion quantity per member in advance before annual leave promotion is conducted, click the download button at the top right of the left menu [Attendance Management] -> [Leave Management] -> [Leave Balance Status] tab, and download the [Leave History]. However, please note that if a member uses (registers) annual leave before the promotion plan document is sent, there may be some discrepancy from the expected quantity!
Set the leave end to annual leave, and the inquiry period to January 1 of the current year (fiscal year) through December 31 of the current year. Then select all members for the organization, set employment status to all, and include monthly totals in the aggregation range before downloading.
When you open the downloaded leave history file, you can check the period total sheet and the monthly sheet separately. In this file, you can check in detail the annual leave quantity and monthly leave quantity received by each member for the current year, as well as the remaining days, broken down by period and month. The promoted annual leave quantity is determined by the remaining days on July 1 (or July 5 or July 10) after subtracting used days from the annual leave quantity granted on the fiscal year date of the current year.

Even if you have configured the expiration deferral so that annual leave expires after N months instead of 1 year, the promotion quantity is still determined by how many annual leave days the member held on the day the promotion is conducted. In other words, the member's remaining annual leave balance at the time of annual leave promotion is the promotion quantity. You can hover over the number in the Remaining column in the member's annual leave details to check how many annual leave days they hold, or download the leave history to check the remaining annual leave balance.
Also, please note that annual leave promotion is conducted based on the statutory annual leave expiration date (1 year after granting), while the actual annual leave expiration for members follows the expiration deferral policy set by the administrator.

If annual leave was additionally granted or deducted through the annual leave adjustment feature, the remaining annual leave balance changes, so it does affect the annual leave promotion quantity.

For example, if a member pre-registered a July 8 leave schedule on June 30, July 8 will be deactivated in the annual leave usage plan document so that July 8 cannot be selected as a desired annual leave date!

If a member pre-registered leave before the annual leave promotion, and their remaining annual leave balance as of July 1 is 5 days, the annual leave promotion plan document is sent based on the 5 remaining days, and the member must select their desired annual leave dates for those 5 days. If a member submits the annual leave usage plan document and later cancels the pre-registered leave, the cancelled leave days were not included in the original promotion quantity document, so this may require separate management.
In other words, when annual leave registration is cancelled and an approval process is triggered, you should configure settings so that an approval request is sent to the administrator for management purposes.
Since the annual leave promotion system is intended to increase members' leave usage rates, ongoing management and operations are needed to ensure that members use up all the annual leave received in the current year of promotion by December 31.

If there is even one member for whom the administrator has not written and notified the annual leave promotion plan document on their behalf during the administrator writing period, a reminder notification is sent to the administrator. Notifications are sent via in-app notifications and email.

Administrators who can receive the admin writing reminder notification are those who have the [Annual Leave Promotion] permission. Since team leaders or regular members without the annual leave promotion permission cannot write and notify the annual leave promotion plan document on behalf of members, reminder notifications are sent only to administrators with the [Annual Leave Promotion] permission. To check who in your company has the annual leave promotion permission, go to Settings - Permission Settings in the left menu, or click the [Select Targets] option for the admin writing reminder targets to see which administrators in your company currently hold the annual leave promotion permission.
There are members such as dispatched workers or contractors who are different from regular employees and for whom annual leave promotion will not be conducted. How can I configure this so that the annual leave promotion plan document is not sent to these members?

If there are members such as dispatched workers or contractors who are different from regular employees and for whom you do not want to conduct annual leave promotion, and you want to configure it so that the promotion plan document is not sent to those members, please check whether the following is configured.
In the left menu Settings - Annual Leave Settings, check whether there is an annual leave policy applied to non-regular employees such as dispatched workers or contractors for whom annual leave promotion will not be conducted. If there is none, refer to the annual leave additional policy guide to create an annual leave policy, then apply the annual leave policy to non-regular employees.
When creating an annual leave policy to apply to members for whom annual leave promotion will not be conducted, you must select the option to disable smart annual leave promotion and save the policy. Only then will members assigned to that policy not receive the annual leave promotion document.

Click on the annual leave promotion timing and select the option 6 months before expiration + 5 days or 6 months before expiration + 10 days instead of 6 months before expiration.
The annual leave promotion plan document will then be sent to members between 8 AM and 11 AM on July 5 or July 10 respectively.
Legally, the period for requesting members to fill out the annual leave promotion plan document is between July 1 and July 10. If you activate the smart annual leave promotion feature after July 10, the promotion timing has already been missed, and the system will not automatically send the annual leave promotion plan document to members. If annual leave promotion needs to be conducted after July 10, please consult with a labor attorney separately, and if necessary, conduct manual promotion through the flex system.

If an annual leave promotion document is sent manually, a submission request notification will be sent to members who have already submitted as well. When an annual leave promotion document is sent manually, it is sent to all target recipients selected by the administrator without considering whether they have already written or submitted a document. Also, since retrieval and cancellation of manually sent promotion documents are not supported, please be careful when sending annual leave promotion documents manually.

In the left menu Settings - Annual Leave Settings - Annual Leave Promotion Settings, turning OFF the reminder notifications shown below will allow you to stop receiving both the promotion plan document writing request reminder notifications and the reminder notifications asking the administrator to write and notify the member's promotion plan document. If the member writing reminder feature has been activated in the left menu Settings - Annual Leave Settings - Annual Leave Promotion Settings, a daily reminder notification will be sent if a member has not written and submitted the plan document. Manually sending reminder notifications is not currently implemented, so we recommend sending reminder notifications to members via announcements or to-dos. Also, please be careful about manually sending annual leave promotion plan documents for the purpose of reminders! This is because the annual leave promotion plan document will be sent to members who have already submitted, it cannot be recalled, and it is not intended as a reminder notification.

If expiration deferral is configured, the deferred quantity will not be included in next year's annual leave promotion quantity. Annual leave included in promotion is limited to leave accrued in the current year. In other words, if a member had 3 unused annual leave days in 2025 that were deferred to 2026 due to the deferral setting, and the member received 15 new annual leave days on January 1, 2026, the promotion target annual leave for that member is the annual leave received on January 1, 2026. If annual leave was additionally granted through the annual leave adjustment feature, it is included in the promotion, but annual leave deferred or carried over according to the annual leave expiration policy is not included in the promotion quantity.

Labor refusal is an act by the company declaring that it will not accept an employee's attendance and will not accept work provision. Even if the company has designated vacation days through annual leave promotion, if the employee shows up to work and provides labor, the employer must pay unused annual leave compensation.
However, if the company clearly refuses the employee's attendance through labor refusal, it becomes possible to be exempt from paying compensation for unused annual leave.

If an employee failed to follow the designated vacation period and provided labor during the vacation period, and the employer effectively tolerated or accepted this, vacation work wages must be paid. If the employer not only designated the vacation period but also actually refused to accept the employee's provision of labor during the vacation period, the obligation to pay vacation work wages does not arise.
When using flex smart annual leave promotion, if a member accesses flex on their planned annual leave date, they will see the labor refusal notification popup. If they click the 'Yes, I confirm.' button, this can be used as evidence that labor was refused.
